Charlotte, NC – The bodycam footage of a White cop who was shot by a Black career criminal has finally been released to the public. In the jarring video, we can see the suspect, a 14-year-old with an already extensive rap sheet, shooting the officer during a break-in of a car. With 50 previous charges, many are left wondering why this criminal was allowed on the streets in the first place.

In December of 2021, Officer Elliot Whitley of the Charlotte-Mecklenberg Police Department (CMPD) was shot and wounded during an attempted arrest. The suspect, an unnamed 14-year-old, was a black recidivist with over four dozen arrests. One arrest dated back to 2014, when the suspect would have been just 6 or 7 years old. Almost a year after the shooting, on September 27th, 2022, CMPD released the bodycam footage.

Contact was made with the suspect on December 27th, 2021, after a caller reported a person attempting to steal a vehicle and pointing a weapon at him. Specifically, the caller says:

Outside of my apartment was a guy with a pistol, trying to stole [sic] my car and he was pointing at me. He was trying to kill me.

According to a City of Charlotte bulletin, Officer Whitley attempted to contact the individual he did not recognize as a juvenile. The contact immediately resulted in a foot chase (time-stamped video), during which the unnamed teen ran between cars and ducked under the officer’s body to evade. The teen can be seen swinging his right arm as he runs but appears to be holding something in his left hand, inside his jacket.

The teen is warned multiple times that an arrest is being attempted before whipping around and firing one shot into Whitley’s shoulder at close range (time-stamped video). Whitley already has his pistol out and fires three times, clears a jam with his wounded arm, and fires thirteen more times before the slide can be seen locking to the rear.

Despite firing 16 shots, some at close range, the black criminal was not harmed, nor was he harmed during his arrest. According to the above-mentioned City of Charlotte incident report, it was not clear if he was arrested at the apartments or was able to flee to other populated areas before being detained.

Due to the suspect’s age, his identity was not publicly released by the Mecklenburg County Court. Additionally, the North Carolina Judicial Department uses a deliberately non-transparent public records policy, charging nearly 500 USD to view records remotely.

Charges included Forced Fondling, Assault on an Officer, Hit and Run, and Armed Robbery. The 50 arrests and charges do not include any additional incidents in which the suspect may have been contacted but not charged.

The Justice Report has contacted CMPD requesting information about this and all other cases involving the juvenile. At the time of press, neither CMPD nor the City of Charlotte has issued formal complaints to the North Carolina Judicial Branch about the release of dangerous criminals like the one who shot officer Whitley.

Black gun violence targeting White police officers has boomed in recent years. As early as August of 2022, rookie cop Noah Shahnavaz was gun downed during a traffic stop in a blaze of gunfire by a black career criminal with an AK-47 style assault rifle. An investigation by the Hyphen-Report uncovered that the criminal, 42-year-old Carl Roy Webb Boards II, was a member of a militant sect of Black Hebrew Israelites, whose Yeshiva was once promoted in the mainstream Jewish news magazine, Tablet.
